810 SCHOOL-COMMUNITY RELATIONS GOALS
The Board believes that the:
1. Public schools belong in every sense to the people who created them by consent and support them by taxation.
2. Schools are only as strong as and no stronger than the intelligent and informed support of the people of the community.
3. Support of the people must be based upon their knowledge of, their understanding about and their participation in the aims and efforts of the public schools.
In an effort to ensure and enhance the possibilities for excellence in the education of our children in a free society, the design and intent of the Board shall be to:
1. Keep the citizens of the district regularly informed through local channels of communication on policies, programs, problems and planning of the school system and to carry out this policy through the office of the superintendent.
2. Invite the advice and counsel of the people of the school district at all times and especially at all regular Board meetings.
3. Solicit the sound thinking and studied counsels of the people through advisory committees selected from the community and appointed by this Board to consider those problems which vitally affect the future of our children.

811 PARTICIPATION BY THE PUBLIC
Residents of the community shall be encouraged to take an active part in school affairs. Such persons may be invited to act as advisers individually and in groups as follows:
1. In clarifying the general ideas and attitudes held by district residents regarding schools;
2. In developing broad policies under which the school system is to be managed;
3. In establishing administrative arrangements and regulations designed to implement the policies;
4. In determining the purposes of courses of study and special services to be provided for students;
5. In evaluating the extent to which these purposes are being achieved by present practices;
6. In giving volunteer assistance to the professional staff in the actual operation of classes and services where the staff deems such aid valuable, and under the supervision of staff;
7. In solving a specific problem or set of closely related problems about which the Board must make a decision;
8. In the operation of school related agencies.
The Board and the staff shall give substantial weight to the advice which they receive from individuals and community groups interested in the schools, especially those individuals and groups which they have invited or created to advise them regarding selected problems, but the Board and staff shall use their own best judgment in arriving at decisions.
School Meetings
The Board encourages exploration and utilization of ways by which each school building or campus can be used to provide additional channels of communication between the citizens of the district and the schools. The Board shall conduct open forums periodically in schools to hear citizen views about public education in this school district.

820 PUBLIC INFORMATION PROGRAM
The administration is responsible for all informational services to and from the public, except for those occasional matters the Board may wish to deal with publicly. The superintendent is encouraged to use all available media of communication to keep the goals, program, achievements and needs of the schools before the public. He/she may delegate authority to the central administrative staff and principals but the ultimate responsibility belongs to him/her.
Materials for district-wide distribution will be developed in the central office and carry the approval of the appropriate division head. Copies of such materials shall be made available to Board members.
Superintendent Responsibilities
As executive officer for the Board and chief administrator for the school district, the superintendent is responsible for implementing the Board's public relations policies and assuming leadership in the school-community relations program. He/she involves all school district employees, instructional and non-instructional, in the total public relations effort, and includes leaders of the social, political and civic segments of the community in active support of the schools.
The superintendent is responsible for interpreting Board policies to the staff and to the public; he/she will require an active and comprehensive informational program to be conducted for the promotion of widespread understanding of the educational program.
The superintendent will take precautions necessary to avoid exploitation of schools, school personnel or students in the interest of commercial, ideological or other non-school organizations under the guise of creating good relationships.
Teacher Responsibilities
Teachers' stature in the community imposes upon them a serious responsibility for exercising professional judgment when discussing school matters with non-school acquaintances. Therefore, the Board wishes teachers to be well informed concerning the educational philosophy, goals, policies and regulations of the school district and be familiar with and understand the educational program.

821.1 INFORMATION RELEASES
The use of information media for keeping the public continuously informed concerning schools, cost, curriculum, changes, expansion, special events and other items of public interest is encouraged.
The superintendent, or his/her designee, is the press liaison person for coordinating the release of information concerning the school district and Board actions.
Each school principal, or his/her designee, is responsible for maintaining liaison with information services for the dissemination of information relating to his/her building, in accordance with established procedures.
Access to School Materials
Ideas, operating procedures and publications developed in or for the school district shall be made available to outside non-profit or profit organizations for use or distribution when such use or distribution will reflect favorably upon the school district and the community. No outside organization shall be granted exclusive access to or control over the material made available to it.

821.1-RULE GUIDELINES FOR SCHOOL INFORMATION RELEASES
All information releases concerning the school system, except reports of athletic games and information concerning the operation of a particular school, shall be cleared through the office of the superintendent.
The principal is responsible for the preparation and distribution of information releases concerning the activities within his/her building and for seeing that they are cleared with the central office, when necessary.
1. Administrators, teachers and other staff members are encouraged to write up school news, but such articles must be coordinated centrally to avoid duplication of material and to maintain consistency with respect to school publicity.
2. A file of information releases shall be compiled as a protective measure.

821.2 SCHOOL DISTRICT PUBLICATIONS AND BROADCASTS
Publications issued by and in the name of district schools shall reflect the high regard and aspirations of district citizens for their schools. There must be no compromise with high quality of editorial content and effective format. The exercise of appropriate economy in materials and production is expected so long as the main purpose is not jeopardized.
Each school may, with the principal's approval, establish a school newsletter for the students of the school and their parents. Such publications should be carefully prepared. The principal is responsible for supervising such publications to conform with the intent of this policy.
Regular and special radio and television programs shall be consistent with the goals of the schools and the instructional guides approved by the Board. It is important that such programs also reflect the high regard and aspirations of district citizens for their schools.

821.3 STAFF LISTING
The School District will annually prepare a staff listing of school district employees.
The staff listing is located on the School District’s web page and includes name, location, and assignment. A complete listing of staff with home addresses and phone numbers is compiled and maintained within the District’s GroupWise system for staff use.
Staff information available on the web page may be printed for the public upon request, for the cost of copying. The GroupWise Staff Listing may not be distributed to other persons or organizations without the permission of the office of the superintendent.
Requests for this information will be honored in accordance with the public records laws.

822 NEWS MEDIA RELATIONS
The Board invites and welcomes the active participation of newspapers, magazines, radio, television and other mass media of communication in promoting the cause of good education in the school district and elsewhere.
Suggestions and advice from representatives of such media as to how best to facilitate the flow of information to them by the Board and school district personnel will be welcomed.
Newscasts, spot announcements, sports and other school activities’ coverage and programs dealing with the schools must be presented in the public interest. No identification of the schools with the promotion of any commercial or political enterprise will be permitted.
The principal is responsible for being advised of and supervising all radio and television presentations made in his/her individual school. Students who represent the school through such media should have prior permission from the principal, who should obtain full information concerning the presentation.

822.1 NEWS MEDIA COVERAGE OF BOARD MEETINGS
Representatives of all news media are urged to attend all Board meetings. Meeting announcements, agendas and summaries of Board meeting minutes shall be furnished to the news media that are within the school district, and in accordance with state law and established procedures.
Board members, the superintendent, administrators and others as may be necessary will be available for interview by representatives of the news media.
In its dealing with the news media, the school district will be frank and open, recognizing the privilege of the news media to publish newsworthy information.

823 ACCESS TO PUBLIC RECORDS
Access to public records of the School District of Wisconsin Rapids shall be granted to any citizen during normal hours of business, in accordance with state law and established procedures. This does not apply to student records or other records specifically exempt from disclosure by state or federal law. Requests for access to public records may be denied only in accordance with law.
The legal custodian of all records of the district shall be the superintendent or his/her designee. Examination of public records will be made in the presence of the individual designated as the custodian regularly responsible for maintenance of files. Fees may be charged for research and reproduction of public records, in accordance with state law and established procedures.

830 USE OF SCHOOL FACILITIES
Community Relations
The Board of Education recognizes that the school facilities belong to the residents of the Wisconsin Rapids School District. Therefore, the Board encourages the use of school facilities by local (school district) non-profit and patriotic organizations for intellectual, social, and civic purposes within legal limitations. The Board of Education encourages user organizations to permit all school district residents to participate in activities using school facilities.
All requests for use of facilities shall originate with a local non-profit or civic organization, school district resident, or business located within the school district. Political, partisan, or religious meetings and activities may be permitted only upon specific approval of the Board of Education.
School facilities shall not be used for non-school organizations at any time that will interfere with the curricular or extra-curricular program of the school. The right to authorize the use of school facilities shall be retained by the Board and/or Superintendent through their designated coordinator.
Authorization for use of school facilities shall not be considered as an endorsement of or approval of the activity group or organization nor the purpose they represent.
All applications for use of school buildings and facilities by organizations and individuals outside of school must be made in writing to the Superintendent of Schools or designee. The application must state the time, give the purpose of the use and describe the activity.
The applicant shall assume responsibility for, and compensate for, any damages done to the building, equipment, or property during the period of usage; to indemnify and to forever save harmless the Board of Education and its officers, agents, and employees from any and all claims arising out of the use of any of the school facilities and equipment controlled by said Board. The Board of Education reserves the right to require a certificate of insurance where this is deemed appropriate. Requests from private/public ventures may require a certificate of insurance in the amount of $1,000,000 naming the School District of Wisconsin Rapids as additional insured. Cost of the insurance to be paid by the lessee.
A minimum charge shall be made for all non-school use of school facilities and equipment to cover actual cost of operation. Operating expenses shall include heat, light, loss or damage of school property and equipment, custodial and lunch personnel service and technical services as required.
Applicant must provide sufficient supervisors, chaperons, or crowd control personnel to satisfy the administration that the event will be controlled. A law enforcement official shall be present at all dances sponsored by user organizations and the cost of such services shall be paid by the applicant.
The Board of Education, Superintendent, or any representative thereof, shall have the right to enter and inspect the facility at any time in which the building is being used and require compliance with the regulations and to impose any rule that may be necessary for the safety of such building and audience therein. Applicant shall comply immediately with such request.
Intoxicating liquors, fermented malt beverages, or controlled substances are not allowed in school buildings or on school grounds. Smoking or the use of tobacco products is not permitted in school buildings or on school grounds.
Any events scheduled during a period, which the building is unoccupied, will require the presence of a custodian whose wages and benefits will be paid by the applicant. Exception to this requirement may be granted at the discretion of the Superintendent or his designee.

| The use of school district facilities by non-profit and non-religious organizations located within the school district may be made available free of rent. Operational costs to the district for such use must be borne by the using organization. When an activity is a profit making venture (excluding school district booster club activities other than camps, clinics or tournaments), or an admission charge (a collection/goodwill offering will be considered an admission fee) is made, the exception from rental fee does not apply. |

The following are examples of non-profit, non-religious organizations. Requests by others will be evaluated on an individual basis.

- Youth Clubs - Area City/Town Non-Profit Organizations
- Adult Recreational Clubs
Rental fee, if any, for general facility usage will be as per the attached AGROUP A@ listed on the FEE SCHEDULE #1. Rental fee, if any, for use of the Performing Arts Center will be as per the attached FEE SCHEDULE #2.
Educational programs put on by local schools (public & private) shall have consideration for the rental fee to be waived. Local schools are considered to be those within the boundaries of the Wisconsin Rapids Public Schools system. Operational costs will be borne by user (i.e., bleacher inspection fees, orchestra pit cover/acoustic shell removal or installation, custodial expense, etc.)

COLLEGE COURSES:
Rental fees will be waived for universities/colleges conducting classes if 50% or more of the enrollment is staff members or residents of the School District of Wisconsin Rapids.
|
|
WIAA EVENTS:
When teams participate in regional, sectional, or state WIAA meets at WRPS facilities, rental fees will be waived; however, operational costs will be borne by the organization using the facility.
Other districts using WRPS facilities for WIAA regular season games or meets will be charged the “GROUP A” rate on Fee Schedule #1 as well as all operational costs associated with the event. Assumption High School will be charged operational expense only.

RELIGIOUS ORGANIZATIONS
The use of school facilities by religious organizations shall be governed by SS.120.13 (17) and the general provisions of the policy. School facilities may be made available on a rental basis with the non-profit rental fees assessed as per the attached schedules. Other non-budgeted costs to the district must be borne by the using organization. Use may be granted for programs of general interest during non-school hours for the single date or specified period of time. Extended dates/use must have the approval of the Board of Education.

* If the event is more than one day, the rate for removal/installation of the orchestra pit cover and/or bandshell would be negotiable.
**In cases of shows with extremely complex sound or lighting requirements which exceed the skills of regular house technicians, “expert” level technicians will be hired at the rate of $30.00 per hour per technician. The need for “expert” level technicians will be determined in consultation with the PAC Manager.

Rules Governing Evening Use of Gymnasiums
1. All applications for use of school buildings and facilities by organizations and individuals outside the school must be made in writing to the Superintendent of Schools or designee. The application must state the time, give the purpose of the use and describe the activity.
2. Name of team, players, and acceptable chaperon must be turned in to the principal of the school.
3. Gym usage is encouraged. Activity is to be confined to the gymnasium. Use of locker room and toilets permissible. All groups must vacate by 11:00 p.m. Showers are not available to these groups.
4. Chaperon must be with the group on entry to the gymnasium. Chaperon must be on duty with his/her group at all times.
5. There must be at least ten (10) members in each group. A list of participants must be filed with the principal of the building.
6. All groups must furnish their own equipment.
7. All equipment and clothing must be picked up following the recreation period. Schools are not responsible for lost items.
8. The group or organization using the gym is responsible for supervision of players and spectators at all times.
9. Principal or janitor must have evening program schedule for the week by Monday afternoon, at 4:00 o'clock, especially if it varies from the usual assigned schedule. Principal must be notified by Monday if for any reason the group will not use the gymnasium that week at their assigned time.
10. Gyms will not be open on holidays.

RULES GOVERNING THE USE OF THE WEST JUNIOR HIGH SCHOOL AUDITORIUM
1. State law prohibits the use of tobacco products and alcoholic beverages in school facilities or on school grounds. Special officers may be provided by the Board and shall be paid for by the organization or person using the facility to see that this rule is strictly enforced.
2. Pre-approval for sale and/or consumption of food and beverages on the premises is necessary, and will only be allowed in designated areas. District clubs and/or organizations shall have first opportunity or right of refusal in providing concessions.
3. Operating expenses include the services of janitors, light, heat, breakage, and what other help is required to service the Auditorium.
The lessee may be required to deposit a check to cover the estimated operating expenses. Operating expenses in excess of said deposit will be determined and shall be paid by the group or persons using the Auditorium.
4. The Board of Education, or any representative thereof, or the School Superintendent, shall have the right to enter and inspect said Auditorium at any time during the progress of any entertainment or convention held therein and require compliance with these rules and impose any rule that may be necessary for the safety of such building and the audience therein, which requirements shall be immediately complied with by those using the Auditorium.
5. Lessee shall indemnify and save harmless the School District of Wisconsin Rapids (lessor) from and against any and all loss, cost, (including attorney's fees), damages, expenses and liability (including statutory and liability under workmen's compensation laws) in connection with claims for damages as a result of injury or death of any person or property damage to any property sustained by lessee, its employees, and all other persons, which arise from or in any manner grow out of an act of neglect on or resulting from the use of lessor's facilities and equipment by lessee, lessee's agents, employees, and invitees, or any other person during the rental agreement. The Board of Education reserves the right to compel a showing of a financial responsibility or a policy of liability insurance for any given amount as it deems is advisable as a condition precedent to the leasing of the Auditorium.

RULES GOVERNING THE USE OF SCHOOL FACILITIES
1. PROTECTION: The State of Wisconsin and consequently the Board of Regents of the University of Wisconsin Systems as an agency of the State is self-funded for liability (both public and property) under s.893.46 (1) of the statutes. As a result, such protection as is afforded under s.895.46 (1) is applicable to officers, employees, and agents while acting within the scope of their employment. Since this is a statutory indemnification, there is no liability policy as such that can extend protection to any others.

Rule For Rental Use of School Lunch/Shop Facilities
A qualified employee of the school lunch service must be present in the kitchen of the school being used at the time of the function, with the salary and fringe benefits to be paid by the lessee.
A qualified instructor of the School District must be present in shops being used at the time of the function, with the salary and fringe benefits to be paid by the lessee.
The organization will be billed for all operational expenses incurred. No direct payment to individuals shall be made.
Rules For Use of School Equipment
School equipment may be loaned out on a limited basis to outside parties within the school district for education purposes at the discretion of the building principal. It shall not cause interruption to the school program.
The responsible party shall thoroughly understand the operation of the equipment and shall be liable for any damage, which may occur during the loan of the equipment.

830.1 FACILITY USE POLICY FOR THE PERFORMING ARTS CENTER
The Board of Education recognizes that the school facilities belong to the residents of the Wisconsin Rapids School District. Therefore, the Board encourages the use of school facilities by local (school district) non-profit and patriotic organizations for intellectual, social and civic purposes within legal limitations. The Board of Education encourages user organizations to permit all district residents to participate in activities using school facilities.
All requests for use of facilities shall originate with a local non-profit or civic organization, school district resident or business located within the school district. Political, partisan or religious meetings and activities may be permitted only upon specific approval of the Board of Education.
Procedures and Timelines for Users
1. If the request is at least 180 days prior to the date required, the Wisconsin Rapids Public School (WRPS) District will hold a date for 30 days from the date of initial inquiry, after which the date will be released unless a completed application has been received by the Wisconsin Rapids Public School District. Request for dates with shorter advance notice will be required to provide completed applications.
a. No advertising may be placed until an application for a use agreement, certificate of insurance, and deposit have been received and accepted by the WRPS.
b. An application is enclosed for your use. You may reproduce copies as needed.
2. The PAC Coordinator will review applications.
a. The Superintendent or designee reserves the right to deny or cancel use of school district facilities, even though the proposed use is in accordance with Board policies, if granting or continuing such permission would result in community dissatisfaction and criticism or would result in disruption or interference with the instructional program of the schools.
b. If approved, the user organization will receive a short-term use agreement with the estimated rental charges, and a bill for a deposit.
c. If the application is denied, the deposit will be returned and a written explanation will be provided to the applicant.
d. Appeal of denied application may be made in writing to the Superintendent within 30 days of the receipt of use denial.
3. The user organization must submit a deposit and a Certificate of Insurance with WRPS named as additionally insured, in a form with coverage limits consistent with section E. of this Facility Use Policy and the WRPS community relation’s policy.
A deposit fee of $250 must accompany the building use contract within 30 days of the contract approval or prior to the scheduled use, whichever is earliest. This deposit will serve to hold the reservation and will be applied to the balance due on the final invoice. The entire fee may be required with the contract at the discretion of the District.
4. If the applicant cancels the event, WRPS will retain the deposit. If the facility use is cancelled due to inclement weather, public emergencies, or acts of God, the deposit will be applied to the new date, if the event is re-scheduled for a date within twelve (12) months of the original date. If the event is not re-scheduled, the deposit will be forfeit.
5. It is the responsibility of the user organization to:
a. Pay any state and county tax on sales.
b. Report all income to the Internal Revenue Service.
6. All permits are subject to immediate cancellation if it is discovered that information given on an application is misrepresented. If the use of the facility is discovered to be contrary to any policies, rules, and regulations of the Board, the permit is subject to immediate cancellation. Upon notice by the PAC Coordinator or any duly authorized agent of the Board, such activity is to cease. The Board and its agents are to be held harmless of any expenses or losses incurred by the sponsoring organization due to such cessation.
District Policies Regarding Rental of Facilities
1. By accepting a short term use agreement, the user organization accepts responsibility for the school building and assigned property while the permit is in effect as indicated in section E. of this agreement and to observe all applicable federal, state, and local laws and regulations, and all appropriate rules of the Wisconsin Rapids Public Schools Board of Education.
2. Prior to its use, the PAC Coordinator must approve all activities and equipment being used in the PAC.
3. In the event of inclement weather, it is the responsibility of the user organization to determine their use of the space. Rental charges will be billed if required to cover costs of equipment, labor, etc. WRPS shall not be liable for any loss of income due to inclement weather, public emergencies, acts of God, or from any other reason whatsoever.
4. If the user wishes to charge for use of WRPS parking lots, permission must be obtained in advance. Fifty percent of the parking revenue will be paid to the WRPS.
5. Alcoholic beverages and tobacco are not permitted on WRPS premises. (Wis. Stats.120.12(20); 125.09(2). Food and drink will be permitted in designated areas.
6. Each group using the school facility shall provide competent adult supervision adequate to insure proper and careful use of the facilities involved. School District officials reserve the right to judge the apparent adequacy of such supervision and failure to provide such supervision will be grounds for immediate revocation of the permit and refusal of future permits to the group. Each group maintains exclusive responsibility for managing its employees, its agents, invitees or any other person during the rental agreement. This responsibility cannot be transferred to WRPS.
7. Organizations or individuals may not use district facilities without having a custodian on duty. When regularly scheduled custodial services are not available, a charge for the actual costs of custodial services will be made for all building users. Any overtime or additional costs incurred by the district, as a result of the agreement, will be billed to the user. A reasonable estimate of anticipated additional costs will be provided by the PAC Coordinator at the time of the reservation.
Policies Regarding Use of the PAC
1. The facility is owned and operated by the Wisconsin Rapids Public School District. The school facilities shall not be used for non-school purpose at any time, which will interfere with the curricular or extra-curricular program of the school. The upcoming general school calendar is set by March 15 of the preceding school year. The first priority for scheduling the following school year, September through August, is given to school district affiliated groups. Recognizing the need of non-school district affiliated groups to schedule performances prior to March 15 of each year, the second priority for scheduling the following school year is given to those groups as defined in C.2. Preference among those groups is given to groups with historical and recurrent WRPS facility based programming and who remain in good standing. Groups contracting for the performing arts center prior to March 15 may do so with the understanding that in the event the performing arts center would be subsequently booked for school district activities, the West Junior High School Auditorium would be made available as an alternate.
For long-lead event planning, efforts will be made by the District to maintain availability of the performing arts center for the requesting group.
2. After March 15, the priority for scheduling is given to those groups with historical and recurrent WRPS facility based programming. Other groups may be scheduled on approval of the Board of Education. Priority will be given to groups as long as they remain in good standing.
3. Exceptions to the above use policy will be determined by the Board. Such determination may be delegated to the Superintendent of Schools.
4. A WRPS or WRPS-certified technician must be present whenever the facility is being used by the user organization. Certification can be obtained from the PAC Coordinator in advance with sufficient notice. Any costs associated with this provision will be billed to the user organization.
a. The Technician’s call will begin one-half hour before the established call time.
b. All labor charges will be for a two-hour minimum.
c. All staff will receive overtime pay for any time above 40 hours per week or 8 hours per day, under the appropriate contract provisions.
d. Unscheduled labor may not be available.
e. Meals and breaks must be scheduled into work calls. (Ten-minute breaks must be given in a call longer than three hours. Meals may be 30, 45 or 60 minutes, and must be included in a call of six hours or longer.)
f. Extra charges may be assessed for custodial overtime, audio-lighting personnel, school district owned equipment, and general crowd supervision as determined by the district.
5. All facility time, labor, and equipment required for your event must be identified on the application for use agreement. Meeting last minute requests for additional time and labor may not be possible nor will the district guarantee that additional equipment will be available. Please check the inventory of lighting, sound and materials.
6. The PAC Coordinator has authority over the PAC, its control rooms, box office, dressing rooms, the music rooms, studio rooms, and cafeteria refreshment area when required for performances or rehearsals for a scheduled event
7. All staging, electric and sound plots must have prior approval by the PAC Coordinator. Any setup deemed unsafe by the PAC Coordinator shall be modified to the satisfaction of the District as determined by the PAC Coordinator. The cost of any such modification shall be borne by the user organization.
8. Any equipment required for a scheduled event other than equipment listed in the PAC inventory must first be requested in writing on a timely basis. In the event any equipment on the PAC inventory should become unavailable, the PAC Coordinator will inform the user organization on a timely basis.
9. The user organization shall follow all fire code regulations regarding public performance, including the use of flame resistant materials for scenic or design purposes.
10. The PAC lobby shall be free of any obstructions and must conform to fire code regulations. Any tables or displays placed in the lobbies shall be approved by the PAC Coordinator prior to set-up.
11. Any use of open flame, pyrotechnics, smoke or chemical fog are prohibited unless prior approval of the PAC Coordinator is obtained. If any aforementioned materials are used without prior approval, the PAC staff shall have the right to discontinue the performance until the items are removed from the stage and stored in a safe and prudent manner.
12. The user organization shall not post signs or affix banners to the building without the prior consent of the PAC Coordinator. No items may be attached or mounted to the physical structure without prior approval. Scenery, which must be affixed to the stage floor, must be affixed with approved fasteners, and be restored to the satisfaction of the PAC Coordinator.
13. Third party sponsors will not be allowed to distribute materials, place objects bearing sponsor’s name or highlight their product or service without prior approval of the PAC Coordinator. If contemplated, please submit sample materials in advance to the PAC Coordinator.
14. Parking for trucks or vans at the PAC loading zone is limited to one vehicle at a time and must be coordinated prior to the event. No vehicle may stay in the loading zone unattended. Once the vehicle is unloaded, it must move to the designated parking lot.
15. While it is the groups sole responsibility to establish safe sound levels, the final sound output of any recorded or live performance may be monitored by the PAC Coordinator who shall have the authority to change the levels, if required, during a performance.
16. Any broadcasts, telecasts, recordings, etc., require prior written consent of the PAC Coordinator.
17. The user organization is responsible for all licensing rights for the performance and novelty sales.
18. WRPS will provide a clean and unobstructed area for the event. It shall be the responsibility of the user organization to maintain and restore the area to such condition. Additional WRPS custodial or technician costs associated with maintaining and restoring the area will be billed to the group.
a. Any lighting, masking, or sound plot that has been used for an event must be removed and the house plot must be restored back to the house plot at the cost of the user organization.
b. If the orchestra pit cover or acoustic shell is used for an event, the cost of removal and installation will be billed to the user organization.
19. It is the responsibility of the user organization to remove all equipment immediately following the said rental, clean the dressing rooms and check the hall to secure all property belonging to the user. Any items to be returned will be sent C.O.D.
20. No painting is allowed on fixed surfaces without prior approval of the PAC Coordinator.
21. No removal, relocation, or alteration of the stage curtains. Requests regarding the curtains must be made in advance to the PAC Coordinator.
22. Only local calls are permitted from PAC phones.
23. No one is allowed to operate any PAC equipment, unless previously approved by the PAC Coordinator or designee, a WRPS or WRPS certified technician.
24. No one is allowed on the catwalks, balcony areas, and rigging stairs without the approval of the PAC Coordinator or designee, a WRPS or WRPS certified technician.
25. Report any problems, including any loss or injury, in the PAC immediately to the PAC Coordinator or designee.
26. Only the school district may pay its employees for services rendered. The office of the PAC will, in turn, bill the permit holder for all salaries and fringe benefit payments. At no time shall any salary be paid directly to the employee. The school district, or its representatives, will stipulate the number of school district employees to be on duty for each activity.
Policies Regarding Front of House
1. During all public performances a WRPS House Manager or WRPS certified House Manager, as designated by the PAC Coordinator, must be present a minimum of one hour prior to curtain time and must remain until all audience members have vacated the PAC. Any costs will be billed to the user organization. The permit holder shall be the first person in the building and the last one out-arriving at least fifteen minutes prior to other members.
2. The permit holder will have the authority to open doors at their discretion.
3. Ushers are the responsibility of the user organization.
4. WRPS reserves the right to hire security for an event. All charges for security will be billed to the user organization.
5. The posted PAC seating capacity may not be exceeded in any circumstance. (Fire Code)
6. Upon written request from the PAC Coordinator, the user organization will provide four complimentary tickets per performance to WRPS.
Agreement:
The applicant agrees to abide by the rules and regulations and policies formulated by the Wisconsin Rapids Public School District regarding the use of its facility, agrees to pay expenses incurred and billed by the District, agrees to be responsible for careful and prudent use of the district facility, and to be responsible for any damages which occur. Further, the applicant as lessee, shall indemnify and save harmless the School District of Wisconsin Rapids (lessor) from and against any and all loss, cost, (including attorney’s fees) damages, expenses and liability (including statutory and liability under worker’s compensation laws) in the connection with claims for the damages as a result of injury or death of any person or property damage to any property sustained by lessee, its employees and all other persons, which arise from or in any manner grow out of an act or neglect on or resulting from the use of lessor’s facilities and equipment by lessee, lessee’s agents employees, and invitees, or any other person during the rental agreement. The Board of Education reserves the right to compel a showing of a financial responsibility or a policy of liability insurance for any given amount as it deems is advisable as a condition precedent to the leasing of the facility.
A certificate of Insurance showing Commercial General Liability with WRPS named as additionally insured and a minimum per occurrence coverage limit of $1,000,000, and a Fire Damage limit of $300,000 is required. A certificate of Insurance showing Auto and Worker’s Compensation coverage and limits acceptable to the School District of Wisconsin Rapids may be required as a condition of this lease agreement. The cost of this coverage is to be paid by the lessee.
In the event any fault or neglect by WRPS or its failure to satisfy any obligations under the Use Agreement, the liability of WRPS shall be exclusively limited to the refund of any amounts paid by the user organization or due under the agreement.
Authorization for use of the school facilities shall not be considered as an endorsement of or approval of the activity, group or organization nor the purpose they represent.

831 TOBACCO USE ON SCHOOL PREMISES
Smoking and use of other tobacco products by students, personnel, and the community is prohibited on property owned, rented by or under the control of the Board. This includes school buildings, grounds and school-owned vehicles.
Violations shall be processed in accordance with state statues and established procedures at each building level.
Students in violation of this policy who are participating in WIAA activities will be subject to disciplinary measures as per WIAA guidelines.

832 WEAPONS ON SCHOOL PREMISES
No individual shall possess or use a dangerous weapon in school buildings, on school premises, in a District-owned vehicle or at any school-sponsored function or event. A dangerous weapon is defined as a firearm (loaded or unloaded), knife, razor, martial arts device, explosive devise, metal knuckle, or any other object, which is used or intended to be used to inflict bodily harm.
Students who violate this policy shall be referred to law enforcement officials and shall be subject to school disciplinary action, including suspension and/or expulsion, in accordance with state and federal laws and Board policies. The student’s parent(s)/guardian shall also be notified.
Students with disabilities who are in violation of this policy will be subject to discipline consistent with the provisions of Section 504 and the Individuals with Disabilities Education Act (IDEA).
Individuals who violate this policy, who are not students, shall be referred to law enforcement officials and shall be subject to state and federal laws.

The Board may accept trophies, prizes, awards or other gifts from persons or organizations not connected with the schools as long as such gifts are consistent with Board policy and established regulations.

841 PROJECTS FUNDED BY COMMUNITY GROUPS
The Board of Education recognizes and appreciates the fundraising efforts of booster clubs, parent-teacher organizations, and other ad hoc community groups for projects or programs that are of benefit to the students of the District.
Any project involving funding amounts with projected profit of over $10,000.00 must be pre-approved by the Board of Education. Projects involving a projected profit of less than $10,000.00 must be pre-approved by the administration.
Purchase of materials and/or construction of facilities will be as per Board of Education policies and state laws relating to competitive pricing, bidding, bonding, and related matters. Such materials and facilities will become the property of the District. For projects over $10,000.00, all funds raised will be turned over to the District for the purchase of materials and the construction of facilities. All such projects will be managed by the District.
Final approval for projects will not be recommended to the Board until they have been 100% funded. Purchase of materials or construction of facilities cannot begin until 90% of the funds raised have been turned over to the District.

841.1 PUBLIC INVOLVEMENT IN FACILITIES IMPROVEMENTS
Parent, school, and community organizations, as well as individuals, are encouraged to assist the District in making permanent improvements to district property and facilities through financial contributions or contributions of time and labor. The following guidelines shall apply to those who wish to support and provide such permanent modification to district property:
1. Modifications shall be consistent with school district and community goals/needs, board policy, as well as local and state laws.
2. Request to make such improvements shall be communicated through the site administrator, Director of Building and Grounds, Director of Business Services, and Superintendent of Schools as necessary.
3. The Board reserves the right to approve in advance all improvements for permanent modification to district property.
4. Factors taken into consideration in giving approval shall include, but not be limited to, safety, appropriateness to age/grade level of students involved, appropriateness to subject areas, projected future expenses to the Board, location, and purpose.
5. All modifications made shall become the property and responsibility of the Board of Education and are subject to the same controls and regulations that govern the use of other school owned property.

842 ACCEPTANCE OF ART OBJECT DONATIONS TO THE PERFORMING ARTS CENTER OF WISCONSIN RAPIDS
Mission:
The primary mission of the Performing Arts Center of Wisconsin Rapids is to provide an environment for students of the School District of Wisconsin Rapids to learn about and practice the arts. To this end, school district programming is given priority in the scheduling and the use of the space.
A secondary mission of the PAC is to provide a venue for groups of the greater Wisconsin Rapids community to host performance events. The school district is dedicated to making the PAC as accessible as possible to the community while accommodating school district programming.
Due to the increasing number of offers to donate artworks, the following policies have been put into place to clarify the procedure for accepting gifts to the PAC while preserving the special nature of the space.
Specific Policies:
1. All accepted works of art become property of the School District of Wisconsin Rapids and are to be used at the District’s discretion.
2. Display of donated art work will be limited to the South Lobby of the PAC in order to preserve the emphasis on student art work in the galleria. Art work will be displayed on a rotating basis at the discretion of the PAC director.
3. Before a gift of art is accepted for display in the PAC, it must be juried by a selection committee of persons familiar with the qualities of exemplary art appointed by the district administration. The following criteria will be used to determine the suitability of a piece of art.
• The art work will be conceptually suitable for display in a public school environment in terms of quality and content. For example, pornographic and/or trite work is unacceptable.
• The art work will be original. No reproductions will be accepted.
• The art work will be well crafted in technique, design, and composition.
• The art work will be matted and framed at the expense of the donor in a manner that is consistent with the student art work on display in the PAC.
Donors are strongly encouraged to consult with the PAC director prior to purchasing or creating a piece of art.

850 PUBLIC SOLICITATIONS IN THE SCHOOLS
All advertising, solicitations by sales representatives, and requests for donations by the school district shall be allowed only upon approval by the superintendent. Approved annual donations include the:

Other requests for donations, which have educational value for school district students may be considered by the superintendent on an annual basis up to an aggregate total of $300.00 or amounts as annually determined by the Board of Education.
Use of Students for School and Non-School Projects
The administration shall monitor the use of students for school and non-school projects including the distribution of non-school materials in the community, the solicitation of funds, and sales campaigns used to finance extra-curricular activities. In monitoring such activity, the administration shall balance the needs of the school district and the interests of the students.

851 ADVERTISING IN THE SCHOOLS
School-Sponsored Media
School-sponsored publications, announcements, radio and television programs may, with certain restrictions, carry advertising and promotional material from sources solicited by school organizations and from non-school individuals, groups or organizations.
Advertising copy solicited by school organizations shall meet the following criteria:
• Excessive solicitation of the same sources should be avoided. Principals shall require a list of all advertisers to be contacted during the year from sponsors of publications.
• Advertising copy promoting the use and sale of materials or services which are inconsistent with school objectives is not to be permitted in school publications.
• The processes of soliciting advertising, preparing copy and publication shall be permitted to the extent that, in the judgment of the instructional staff, such processes further the educational well-being of the students rather than exploiting them to raise money.
The administration may, at its discretion, accept advertising copy offered by non-profit, community or non-school agencies or organizations as long as promulgation of the copy does not infringe upon the school program.
Media Not Directly School Connected
Students and staff are to be protected from intrusions on their time during the school day by announcements, posters, bulletins and communications of any kind from individuals and organizations not directly connected with the schools.
The superintendent and principals are urged to interpret this policy strictly. Exceptions may be made when, in their judgment, the best interests of the students will be served. In case of differences of opinion, the decisions of the superintendent will be final.

854 DISPLAY AND DISTRIBUTION OF MATERIALS ON SCHOOL PROPERTY
It is the intent of this policy to appropriately facilitate the display and distribution of information to students and the public on school property.
The display and distribution of information should not be understood to constitute the endorsement or approval of the school district.
Materials shall not be displayed or distributed on school property by any person or group without prior approval of the school principal or designee.
The following guidelines will be used by the principal or designee for the posting and/or distribution of materials:
A. Materials may be displayed in the schools and/or distributed to students if the information contained in those materials identify educational, cultural, civic, and/or recreational activities, subject to the other provisions contained in this policy.
B. The appropriateness of the material being proposed for display and/or distribution will be determined as follows:
1. A list of activities and programs for which materials may be posted and/or distributed in the schools will be developed and reviewed prior to the start of each school year by the school district administration.
2. Requests for the posting and/or distribution of materials for activities and programs not included on the approved list must be referred to the superintendent for review prior to posting and/or distribution. All such requests shall be acted on within seven school days from the date of the referral.
3. Material which will not be posted or distributed includes, but is not limited to, that which:
a. promotes a political agenda/candidacy, except for student elections.
b. defames or slanders other individuals or groups.
c. serves the primary purpose of promoting the commercial gain of the sponsoring for profit individual or group.
d. disrupts the instructional process or educational mission of the school.
e. is lewd, lascivious or obscene as determined with respect to school age students, or
f. encourages illegal activities.
C. The principal will determine the method through which material will be distributed.
D. Materials may be posted only in area(s) designated by the principal.
E. Material that is approved for distribution must be provided to the school by the sponsoring organization in appropriate bundles as specified by the principal.
F. Parents wishing to have materials of the nature covered in this policy sent home may contact the school in writing. The school will make every reasonable effort to honor these requests.

860 VISITORS TO THE SCHOOLS
The Board and school district staff welcome members of the community and other interested persons to visit the schools. School improvements often come from suggestions originating in such visits.
The superintendent is authorized to establish such regulations as will:
1. encourage visitors to observe the schools.
2. provide for appropriate hospitality for visitors.
3. channel expressions of approval as well as constructive criticism to the Board.
4. insure that such visits will enhance the effect of the educational program rather than hinder it.
Board members who visit schools of their own volition have no more authority than any other citizen. Board members have authority only in regularly called Board meetings, or when delegated specific tasks by Board action.
Loitering
Any person who is not a member of the school district staff or student body and who loiters on or about any school building or grounds without written permission or who causes disturbances is guilty of disorderly conduct and may be prosecuted according to law.

860-RULE GUIDELINES FOR VISITORS TO THE SCHOOLS
For the protection of everyone, teachers and students are asked to see that all visitors to the school during school hours, including agents and other individuals, are courteously directed to the office to obtain the principal's permission.
Under ordinary circumstances, a teacher being visited by a parent should continue with the regular classroom work. Parent-teacher conferences should be held before or after school in order that normal progress of classroom instruction will not be disrupted.
Contacts during school hours with non-school individuals and agencies for materials, services or programs may be made only with the approval of the principal.
Employees in school buildings shall report to the principal immediately any person loitering on or near the school grounds. The principal shall notify the appropriate law enforcement agency by telephone immediately upon receiving the report and shall notify the superintendent if he/she deems it necessary.

870 PUBLIC COMPLAINTS
Constructive criticism of the school is welcome through whatever medium when it is motivated by a sincere desire to improve the quality of the educational program and to equip the school to perform its task more effectively.
The Board places trust in its employees and desires to support their actions in such a manner that employees are freed from unnecessary, spiteful or negative criticism and complaints.
Board members, individually or collectively, recognize and welcome their responsibilities for listening to comments and suggestions from school district residents. Board members individually will refer compliments, suggestions and constructive criticism about operational matters directly to the superintendent for appropriate consideration and action. Comments affecting policy will be routed through regular channels to the Board meeting agenda for consideration by the Board as a whole.
The administration shall establish procedures for handling complaints when they are received.

870-RULE – PROCEDURES FOR HANDLING COMPLAINTS ABOUT INSTRUCTIONAL PROGRAMS
Informal Procedure
Any person who has a complaint about a District instructional program should discuss the matter with the district employee who would be most able to respond with knowledge of the situation that gives rise to the complaint. For example, complaints regarding the Title I program should be discussed with the Title I teacher, complaints regarding the district’s instructional technology program should be discussed with the technology coordinator, complaints regarding the student assistance program should be discussed with the student assistance program coordinator, etc. The district employee shall determine the substance of the complaint and the type of relief requested, investigate the complaint and resolve the matter as determined appropriate and necessary. This should be done in a timely manner.
If the resolution of the matter is not acceptable to the complainant, he/she may contact that district employee’s supervisor/director for further action. This process should be followed up through the ranks to the Superintendent of the Wisconsin Rapids Public Schools.
Contact can also be made to Board members at any time by parents or citizens with concerns on instructional programs. These concerns should then be reported to the Superintendent for resolution. Follow-up on action to the complaint will be shared with the Board of Education.
If resolution of the matter is not acceptable to the complainant, he/she may initiate a formal complaint according to the procedures listed below.
Formal complaint procedures
Step 1:
A written statement of the complaint shall be prepared by the complainant, signed and presented to the District Superintendent or his/her designee. If the complainant is a minor, the complaint should also be signed by his/her parent or guardian.
