210 ADMINISTRATION GOALS

The School District administration is responsible for the direction, coordination and control of students and staff in their efforts to reach educational goals adopted by the Board of Education within the guidelines established by Board policy, the law and employee agreements.

To demonstrate leadership and to resolve the inevitable problems and obstacles that will arise both within the District and in its relationship with the community, the Board expects the administration to focus on:

 1. decision making and communication;

 2. planning, organization, implementation and evaluation;

 3. coordination and guidance of the various centers of power within the school district and the community to enable people to do things together for education that they might never be able to do separately.

221 RECRUITMENT/APPOINTMENT OF ADMINISTRATORS

When an opening in the administration occurs, the Board shall aggressively recruit qualified persons in an effort to fill the position with the most capable individual available. The Board shall consider only those candidates who meet both state and local qualifications and who display the ability to perform the essential functions of the administrative position.

The Superintendent or his/her designee shall inform various educational institutions and placement agencies of an administrator vacancy.

The Board as a whole shall determine how candidates for the Superintendency will be screened and selected. Those candidates who most closely meet the criteria for the position shall be interviewed by the Board as well as by others as the Board may deem appropriate. The Board may utilize consultative services in the selection process. The Superintendent shall be selected at a regular or special Board meeting.

A majority vote of the Board shall be required to appoint the Superintendent.

The Board will promote from within the ranks wherever it is practicable, educationally desirable, and consistent with the educational needs of the community. When openings for administrative or supervisory positions occur, the Superintendent will confer with other administrators as appropriate to consider what persons within the system are qualified and suitable for the position. Persons selected will be contacted and given an opportunity to apply for the position. Applications from other persons within the District will also be given due consideration.

Administrative staff members shall be appointed by the Board, upon recommendation of the Superintendent, and are encouraged to reside within the boundaries of the School District of Wisconsin Rapids.

Employment shall be conditional on a criminal background check.

222 ADMINISTRATOR CONTRACTS

The Board of Education and individual administrators shall enter into written contracts establishing wages and other conditions of employment. Such contracts shall cover a period as allowed by state law and as determined by the Board. Administrator contracts shall be on file in the Superintendent's office.

Renewal and/or non-renewal of an administrator's contract shall be according to statutory provisions.

222.05 CO-CURRICULAR ASSIGNMENTS

Full-time administrators will be discouraged from having co-curricular positions. Administrators may chaperon or be compensated for other miscellaneous duties.

The Superintendent may employ an administrator in a co-curricular assignment on a temporary basis arising from immediate or unforeseen circumstances and on approval of the Board of Education.

This policy shall not preclude an administrator serving voluntarily in co-curricular activities.

222.1 ADMINISTRATOR COMPENSATION PLANS

Administrators should be adequately compensated, based on their performance in specific assignments, their overall contribution to the education of district students and their potential value to the school system. Every reasonable effort will be made to maintain the organization and the administrative and supervisory personnel necessary to implement this policy.

Administrator salaries shall be determined annually at a special Board of Education meeting.

The number of administrators, the terms of their contracts, and the nature of their assignment will be determined by the Board of Education as recommended by the Superintendent.

Twelve-month administrative employees are encouraged to utilize their full vacation allowance during the course of each contract year. Twelve-month administrators may carry over up to ten vacation days to the following year with the Superintendent's approval.

222.2 ADMINISTRATIVE STAFF ABSENCES


The Board of Education directs the Superintendent to establish guidelines for the accurate recording and reporting of administrative staff illness, vacation, compensatory time, and meeting/conference attendance.

222.21 MEDICAL LEAVES OF ABSENCE

During an extended illness or disability, administrators, principals, psychologists, supervisors and other special employees not covered by a collective bargaining agreement may elect to use their accumulated sick leave or may elect an unpaid medical leave of absence, at their discretion.

If the option of an unpaid medical leave of absence is selected, the administrator may be eligible for long-term disability payments under the long-term disability insurance program paid for by the Board of Education.

Administrators electing to take an unpaid medical leave of absence shall be responsible for the payment of medical, dental, and life insurance premiums in accordance with established procedures following utilization of available sick leave.

The Board of Education shall pay the insurance premiums for administrators who continue to use their accumulated sick leave, for as long as accumulated sick leave is available.

223 ADMINISTRATOR DEVELOPMENT OPPORTUNITIES

Administrators shall be encouraged to attend professional meetings and conferences for the purpose of keeping informed regarding the successful progress being made in education, or for the purpose of assisting in the execution of such educational endeavors.

Attendance at such meetings shall be approved by the Superintendent or his/her designee.

Reasonable expenses shall be paid by the District in accordance with Board policy and established procedures.

224 BOARD-SUPERINTENDENT RELATIONS

The Board of Education believes that policymaking is one of its most important functions and that the implementation of policy is a function of the Superintendent. The Board delegates executive powers to the Superintendent so that he/she may manage the schools within the Board's policies, thus permitting the Board to devote its time to policymaking and evaluation.

The Board shall hold the Superintendent responsible for carrying out its policies within established guidelines, for keeping the Board informed about school operations, and only for decisions it makes as a whole.

The strength of the Board's decisions is dependent upon a single Board voice created from a diversity of individual viewpoints. Members of the Board cannot act independently on behalf of the Board on any matter unless officially designated by the Board with the authority to do so. Members shall refrain from involving themselves in administrative/operational matters and, consistent with state law, shall not expect personal considerations from the Superintendent or any other staff member. Board members shall refer all non-action matters and concerns to the Superintendent.

Cooperation is the key to good teamwork. This applies to, but is not limited to, policy development, District organization and operation, building plans and procedures, salaries, transportation, food services, instructional services, and developmental plans for new programs. The Board and the Superintendent are responsible for ongoing evaluation of all the functions and services of the school system.

The Board of Education and the Superintendent shall be present when the business of the School District is conducted. All should feel secure in the performance of their respective duties.

The Superintendent may delegate responsibility and the authority necessary for the operation of the schools to other designated officials who are serving in an administrative capacity.

225 SUPERINTENDENT EVALUATION

An evaluation of the Superintendent's performance shall be conducted annually by the Board of Education. The evaluation shall be based on the Superintendent's duties and responsibilities as delineated in the job description for the position, such performance objectives as may be agreed to by the Board and the Superintendent, and other written Board expectations as determined by the full Board.

Through the Board President, a written evaluation summary will be provided to the Superintendent following a conference with the full Board. Complete and frank discussion of all issues on the written evaluation summary are encouraged to enable the Superintendent to have a thorough understanding of the Board's perspective as reflected in the evaluation summary. Strengths of the Superintendent shall be discussed and developmental needs shall be reviewed.

225.1 ADMINISTRATIVE STAFF EVALUATION

Administrator evaluations shall be conducted consistent with Board approved administrator evaluation procedures. Both strengths and developmental needs shall be discussed by the parties involved.

A written evaluation report shall be prepared for each administrator regarding his/her performance. The Superintendent shall seek input from the Board regarding administrative performance and shall inform the Board of the results of the administrator evaluations.

230 ADMINISTRATIVE TEAM

All administrative and supervisory positions shall be established initially by the Board of Education in accordance with state law. It is the intent of the Board to activate a sufficient number of such positions to promote the attainment of the School District's goals.

The administrative team shall consist of the Superintendent, principals, assistant principals, supervisors, directors and assistants to directors. As determined by the Superintendent, others may serve in an advisory capacity to the administrative team.

The Superintendent shall cause a set of comprehensive, coordinated administrative job descriptions, including a job description for each administrative position, to be written and maintained continuously to promote efficiency and economy in the staff's operations. Such job descriptions shall include the broad purpose and function of each position and job requirements, including the essential functions of the position. The job descriptions shall be approved by the Board of Education.

231 ADMINISTRATIVE STAFF

Superintendent

The Superintendent shall be the chief executive officer of the Board of Education, and shall administer and supervise the District's schools under the Board's direction consistent with Board policy and state law.


Building Principals

Building principals will be responsible to and serve under the direction of the Superintendent or his/her designee, in accordance with School District policy and consistent with the goals and objectives of the school to which they are assigned.

Assistant Principals

Assistant principals shall be responsible to and under the direction of their respective building principals and the Superintendent, and shall assist in the organization, administration, supervision, and outcomes of the school to which they are assigned.

Program Directors

Program directors shall assist the Superintendent and shall administer and supervise School District operations under the direction of the Superintendent, consistent with Board of
Education policy and state law.


Assistant Program Directors

Assistant program directors shall be responsible to and under the direction of their program director and the Superintendent, consistent with Board policy and state law.


Administrators shall attend regular, special, and committee meetings of the Board of Education as assigned and directed. As necessary, they will report to the Board regarding any subject associated with the interest of the schools upon which the Board may desire information.


The powers, duties, and responsibilities of administrators are set forth in job descriptions as approved by the Board of Education and as required in state law.

250 ADMINISTRATIVE OPERATIONS

The Superintendent is responsible to the Board of Education for the administration of the schools under applicable laws and Board policy.

The Superintendent shall organize the staff to:

 - secure a clear understanding of the functions of employees and of the relation-ships between and among them;

 - establish clear lines of communication, both vertically and horizontally;

 - establish the necessary councils, cabinets, and committees to provide for efficient operation of the schools.

To engage in this process in an orderly fashion, each group shall be given particular responsibilities, and channels shall be established so that the recommendations or decisions of each group can be heard and reviewed by the administrator concerned and, where appropriate, by the Board of Education.

Employees shall be given the au-thority to make the decisions necessary to perform assigned tasks.

251 ORGANIZATION FOR ADMINISTRATIVE PURPOSES

The administrative organization of the district shall be considered as an orderly means of achieving an effective instructional program. The Board of Education shall serve as the district's governing body and all activities shall be under the direction of the Super-intendent. Each District employee is responsible to the Board through the Superintendent.

The central office administrative staff is responsible for overall educational leadership and for coordinating the educational program within Board policy. All district-wide services emanate from the central office. All official district-wide committees, councils and coordinating groups shall be based in the central office. The line of authority from the central office to the schools is through the Superintendent, his/her designated representative(s) and building principals.

Each principal is responsible for his/her building. Principals are directly responsible to central office personnel. All full or part-time personnel, including classroom teachers, art, music and physical education traveling teachers, other instructional personnel, and other non--instructional personnel are responsible to the principal. Special personnel who work in more than one school will be responsible to the principal of the school in which they are working at a particular time. All contacts with all personnel are to be made through the principal's office.

Classroom teachers and building principals, in consultation with special personnel, shall determine the manner in which special personnel shall provide instruc-tional and non-instructional services to students. Students will be primarily responsible to classroom teachers.

All personnel shall refer matters requiring administrative action to the administrative officer immediately in charge of the area in which the issue arises. Administrative officers shall refer such matters to the next higher au-thority when necessary. Appropriate office personnel will be available in the Superintendent's office to discuss any problems which may arise with persons who work in more than one school.

All employees shall have the right to appeal any decision made by an ad-ministrative officer to the next higher authority and through appropriate successive steps to the Board of Education.

253 POLICY IMPLEMENTATION

All School District operations shall be carried out in accordance with state law, Board policies, and district-wide administrative rules. Each employee and student shall be responsible for following the approved policies and rules until such time as they may be modified.

In an attempt to ensure equitable and just treatment for all, suggestions for changes in, or additions to existing policies and rules shall be encouraged from employees, parents, students, and the community at large.

The Superintendent shall be responsible for informing students and employees of existing policies and rules, and for seeing that they are implemented by and through the appropriate persons.

253.1 DEVELOPMENT OF ADMINISTRATIVE RULES

The Superintendent shall specify required actions and design the detailed arrangements under which the schools will  be operated. Such actions and detailed arrangements shall constitute the administrative rules governing the schools.

Administrative rules must be in every respect consistent with Board of Education policies. The Board will formulate and adopt administrative rules when necessary as specified in state law or at the recommendation of the Superintendent.

253.2 REVIEW OF ADMINISTRATIVE DECISIONS

Administrative decisions are subject to review by students, district employees, and the Board of Education, as well as by parents and other school district residents. The purpose is to improve the relationship with such persons and  groups and to protect them against the con-sequences of ill-advised administrative decisions.

Re-dress for students and employees may be sought through approved grievance procedures or through other agreeably acceptable means.

The Superintendent is directed to establish, in cooperation with relevant persons and groups, visible and efficient  means for promptly handling criticisms of administrative decisions which pre-sent a continuing threat to the health,  safety and welfare of students. Other complaints concerning administrative matters shall be processed in accordance  with Board policy and state law.

253.4 DEVELOPMENT AND APPROVAL OF RULES AND REGULATIONS HANDBOOKS

Student, teacher, and parent handbooks may be developed to serve as the basis for the enforcement of school rules. When developed, such handbooks shall be adopted by the Board of Education and used to ensure that all students, staff and parents are aware of the rules established to govern the schools.
 
All rules and regulations handbooks shall be developed consistent with Board policies and state and federal law.  Changes in such handbooks of a substantive nature, as determined by the Superintendent, will be approved by the Board of Education as needed.

Copies of School District handbooks, when developed, shall be distributed at the beginning of the school year.

253.5 DEVELOPMENT AND APPROVAL OF INFORMATION HANDBOOKS

Student, teacher, and parent handbooks describing individual school operations may be developed to provide information to students, parents, and the community at large.

All handbooks for purposes of this sort shall be developed consistent with Board of Education policy, state, and federal law.

Copies of such handbooks, when developed, shall be provided to the Board of Education.

254 ADMINISTRATIVE RESEARCH, EVALUATION, PLANNING


The Board of Education expects the Superintendent to concern him/herself with long-term planning to guide the Board in policy development and effective decision making. The Board recognizes that planning must be supported by research and the evaluation of its findings.

Accordingly, the Board of Education directs and authorizes the Superintendent to make budgetary requests annually for the maintenance of the planning function, with attendant provisions for needed research and evaluation. He/she may elect, according to his/her best judgment, to initiate and conduct the re-search in one or a combination of several ways:

 a. with existing staff,
 
 b. with additional permanent staff to be recommended,

 c. with part--time staff,

 d. with aid from an outside agency under contract, or

 e. with aid from graduate students or other volunteers possessing the requir-ed technical knowledge and skill.

The Superintendent shall establish safeguards to prevent the research function from hampering the educational process and from trespassing upon each student's and employee's time and right to privacy.
